Overview of the Annual Performance Report Development:
The State Annual Performance Report is to be submitted annually in accordance with the 20 U.S.C.1416(b)(2)(c)(ii)(ll) and 1442. The first APR is due February 1, 2007. In the February 1, 2007 APR submission to OSEP, the State is required to provide a description of the process the State used to develop the APR. The descriptions must include how and when the State will report annually to the public on (1) the State’s progress and/or slippage in meeting the measurable and rigorous targets found in the SPP; and (2) the performance of each local educational agency located in the State on the targets in the SPP. Reporting to the Public
Nebraska EIS will use the NDE Special educations’ Office website to annually report to the public on Nebraska’s progress and/or slippage in meeting the State Performance Plan (SPP) measurable and rigorous targets. The Annual Performance Reports will also be reported on the website, which can be found at http://www.education.ne.gov/SPED/
Through the NDE State of the Schools Report (SOSR) website, Nebraska will annually report school district and state level data to the public. The annual SPP data reported for each school district (LEA) in the state on SOSR will include EIS performance on each SPP indicator, and whether the EIS program has met or not met the established SPP targets.
SOSR is the vehicle used to report State Performance Plan data as it is NDE’s public reporting tool for displaying school district and state level data for all children and youth birth to age 21. The Nebraska SOSR website is http://reportcard.education.ne.gov/Main/Home.aspx
Beginning in 2007, the annual public release of LEA and PRT performance on SPP targets will coincide with the deployment dates established for SOSR. The public release of LEA performance data will be phased over a two-year period. According to NDE protocol, the timelines include windows of opportunity for EIS programs to review and confirm the data prior to public release.
As required by state and federal law, EIS will not report to the public and information that would result in the disclosure personally identifiable information about individual families or infants and toddlers, when the available data are insufficient to yield statistically reliable information.
Note: Updates to the State Performance Plan (SPP) are shown in italics in the revisions section at the end each indicator.
