Several partners took a leadership role in the development of the Early Learning Guidelines. These partners were the Nebraska Department of Education Office of Early Childhood, the Nebraska Department of Health and Human Services, the Nebraska Head Start Association, the Nebraska Head Start-State Collaboration Office and the Early Childhood Training Center. Additional guidance and expertise was provided by infant and toddler specialists from across the state. Several of the developmental guidelines also originated from First Connections with Families.
