The Early Development Network (EDN) provides services and supports based on the needs of children birth to age three and their families with the belief that parents know what is best for their families. These services are designed to act on what families think is important for their child and family. The Network is staffed by friendly, supportive people who listen to and respect families.

The EDN is a collaborative effort of the Nebraska Departments of Education and Health and Human Services to meet the needs of infants and toddlers with disabilities and their families. EDN provides the early intervention services that are regulated by the federal law, “Individuals with Disabilities Education Act” (IDEA)-Part C.

Parents have rights known as procedural safeguards that apply to every aspect of the early intervention process, including evaluation, access to records, and parental involvement in developing the Individualized Family Service Plan (IFSP). State and federal laws and regulations outline what needs to happen to enhance the growth and development of eligible infants and toddlers with disabilities or developmental delays.

This document serves as the procedural safeguards notice and provides information regarding parental rights through the Federal law, IDEA Part C, as well as Nebraska’s rules and policies.
